Expressing "every time" with "mei" and "dou"
每次…都… pairs a recurring situation with what always follows from it.
每次 + Event 1，+ 都 + Event 2
How it works
为什么每次我来他都不在? — why is he never here when I come? The 都 in the second clause is what makes it "every time without exception".
The same shape works with 每天, 每年 and with 每 + measure word.
