Expressing "excessively" with "tai"
太…了 is the everyday exclamation — either "so!" in praise or "too" as a complaint.
太 + Adj. + 了
How it works
太 means excessively, and it almost always comes with a closing 了: 太好了, 太贵了. The 了 is part of the pattern, not the completed-action 了.
Whether it reads as enthusiasm or complaint depends entirely on the adjective. 太好了 is "fantastic!"; 太贵了 is "way too expensive". Negated, 不太 softens instead: 不太好 means "not great".
