后来 means "later on" — and only ever about the past.

How it works
开始他不同意，但后来同意了 — at first he disagreed, but later he came round. It narrates how a past situation developed.
It cannot be used about the future. For that you need 以后.
后来 typically opens its clause, often paired with 开始 or 本来 in the first half.
Examples
kāi shǐ tā bù tóng yì, dàn hòu lái tóng yì le
开始他不同意，但后来同意了。
At first he disagreed, but later he came round.
hòu lái wǒ cái zhī dào tā shì lǎo bǎn
后来我才知道他是老板。
It was only later that I found out he was the boss.
hòu lái tā qù le měi guó
后来他去了美国。
Later he went to America.
