How it works

这家餐厅看起来不错 — this restaurant looks decent. The speaker hasn't been in yet.

The same 起来 pattern works with other senses: 听起来 (sounds), 吃起来 (tastes), 用起来 (feels to use).

It can take a whole clause: 看起来他不想去.
